What the Completion Certificate Covers


The completion certificate is issued by the local authority once it has inspected the finished building. It confirms that what was built matches the plan that was sanctioned: the number of floors, the setbacks from the boundary, the height, the built-up area and the permitted use of the land.

It is a construction document, not a habitation document. A building can hold a valid CC and still not be ready to live in, because water, sanitation, power and fire safety are assessed separately.

The CC always comes first. There is no occupancy certificate without it.

Why the Occupancy Certificate Matters More to You


The occupancy certificate is what makes a flat legal to occupy. It requires the CC plus working civic infrastructure: water supply, sanitation, electricity connections and fire safety clearance.

Under the Real Estate (Regulation and Development) Act, a builder must obtain both certificates before offering possession, and possession offered without an OC is not legally valid. Moving into a flat without one carries real consequences: permanent utility connections can be withheld, the occupation breaches municipal bye-laws, and a future resale has to disclose the defect.

If you are ever offered keys before the OC is issued, that is the point to stop and ask for the paperwork in writing.

What to Check When Completion Is Announced

  • The completion certificate has actually been issued, not merely applied for.
  • The occupancy certificate has followed it. Ask for a copy.

  • Your snagging list has been recorded in writing before you sign anything, since the builder carries structural defect liability for five years from possession.
